Can CNTK use OpenCL for GPU computing?

no. it's not supported. It requires CUDA and CUDA supported devices.

Are there any plans to support OpenCL? Would it be difficult to do so?

we don't have plan to do so since it requires implementation of the whole GPU math library. However we welcome other contributors to do so if they would like to..
